Hi, as I know, the consular officials stationed on Chinese territory, the officials of various international organizations are able to get voa with their passport, diplomatic/consular identity card or staff card. Otherwise, you may need to apply in advance. You can contact the PSP Macao directly for confirmation: (853) 2857 3333
