Translation & notarization of Malaysian birth certificate & marriage certificate in China

I am in Dalian now. Can I get my children birth certificates & my marriage certificates translated and notarised here in Dalian instead of going back to do so?

I am afraid not. This should be done by Chinese embassy/consulate in Malaysia where you reside.
