About:72-Hour Visa-Free Transit

Am I eligible for the 72 hour visa ?

I will be travelling from Tokyo to Beijing then from Beijing to Frankfurt with different airlines.Thank you for your time

As the rule says, you have to hold connecting air ticket and valid visa for the third country (if necessary). I think you'd better call the immigration department at the airport to confirm this.
