Need a NON CRIMINAL RECORD CHECK from Kuwait to be used in CHINA?

Hi! I'm a foreign student in CHINA (Qingdao). Due to new Rules and Regulations, To re-apply for a student visa i need to get a NON-CRIMINAL RECORD CHECK from the state of Kuwait, And get it Attested from the CHINESE EMBASSY. Can you tell me how to obtain the NON-CRIMINAL RECORD CHECK? and do i need a Request letter from the Embassy? Thanks.
