Can I get a visa without having a travel plan?

I am afraid not. Because copies of the roundtrip airline ticket and hotel reservation are required unless you have an invitation letter. A letter from a travel agency is better. BTW, if the invitation letter is issued by an individual, the copy of inviter's ID is required for application.
