how to change from ua internatonal arrival to air china domestic departure in beijing

Question

If I arrive on United from the USA in the international T3 terminal, how would I check in on an Air China domestic flight to Harbin? Also how would I handle my luggage through customs? I will have four hours between flights, it is enough time?
