Two visas at once?

Is it possible to simultaneously obtain a tourist L for China to complete a tour and also obtain a work Z for a position that will start within a few days of the tour being completed?

No, it is impossible to have two different types at the same time. Personally I think it is ok for you to apply for a work Z directly and enter earlier to travel around mainland. Make sure submit your application for work residence permit within 30 days after entry.
