is the 72 hour free transit available now in guangzhou

Hi, I have been told by a travel agent I still need a Visa as there is no notification saying this is now happening. I have read everywere that as of June Guangzhou have the approval for the free 72 hour transit but I also can not find confirmation that this is actually the case now. We will be there in August, are we going to be able to get this free permit when we get there?
