Work Permit for Spouse

I have a z for work and valid work permit to work in China. My wife has a z visa as my accompanying family member. We have applied for the residency permit so once we have that does this mean that my wife will be legally able to work here in her chosen industry or will an employer have to apply for a work permit for her?
