Is there an age limitation for US citizens applying for multiple entry tourist visa

No, of course. But whether you will be issued a multiple entry L or not, it depends on the consular officers. So, you can prepare supporting documents for application, such as detailed travel itinerary, flight tickets and hotel reservation.
