How to apply for "Home return permit" (hui xiang zheng) in Toronto?

Hi, I already have a Hong Kong Passport.

For application, you need to provide HK passport, HKID (3 stars), and also the Canadian passport which you first landed HK with if you have dual citizenship. As I know, it only can be done in HK. You can also contact a travel agency or the HK Immigration Department for more information.
