Will we be able to obtain this in Singapore? We want to avoid a trip via the hong kong embassy if we can.Another thing, my passport expires March 2014, is it difficult or costly to get the Z transferred to my new passport?

Hi, I am afraid not because you do not have long term pass to Singapore. If you plan to renew your passport after getting work Z, it can be easily transferred from the current passport to the new one at local PSB, fee is about RMB 200.
