Your transit is less than 24 hours so that you needn't to apply for a transit one.

Nita, I am also Nepali citizen and traveling to USA via Chengdu later this month. I have 16 hour transit and want to go out of the airport. I have spoken to Air China and the Chinese Embassy in Kathmandu. Both have confirmed that I can apply for Stay Pass at the airport, which will allow me to go out of the airport for up to 24 hours without any visa. Will post my experience once the trip is done. Please share your experience as well. Thanks!

I meant "stay permit", not "stay pass".
