Can I take a water bus from guangzhou xidi pier to lianhuashan (lotus hill mountain)?

How often does the water bus make this trip? Is there only one way the water buses go?

I'm afraid not. The water bus has the route to travel between four piers: Zhongda, Tianzi, Xidi and Fangcun.

Here is my general suggestion: walk around 1,500m from the pier to Fenghuang Xincun to take subway line 8 to Wanshengwei MTR Station, where transfer to line 4 to Shiji Station. After that, transfer to Panyu no. 92 Long line (番禺92长线) to Shilou Police Office Station and walk to the attraction then.
