If he is a resident in Inner Mongolia, he may be considered as a Chinese citizen and he has the chance to get a post in the parliament of China.

Can we consider the person as being legally holding a Mongolian nationality while at the same time holds Chinese Citizenship?

It is impossible, because the laws of the two countries do not allowed to.

Dear Henry, your answer seems contradict to Luo's on 15 June. So which one is true? A person who resides in Inner Mongolian (can we consider him as a Mongolian nationality?) can be also considered as a Citizen of China?

You may misunderstand.

Yes, China has so many minority nationalities, Inner Mongolia included, so he can be a Mongolia Minority Nationality person, which is different from state/national nationality. Inner Mongolia belongs to China, so he is certainly a Chinese citizen.
