How to obtain a visa for entry to China while living in Japan

I hold a British passport and have been living in Japan for 18 months. I wish to visit China as a tourist on a five day trip. I was told that I needed to buy my flight ticket first, which I did, and then apply , but Chinese embassy do not issue and I do not know where else to apply.

Did you try the consulate? Usually a consulate issues visas, and an embassy does the larger political sort of things one reads in the paper?
