can shenzhen visa available on arriving in hongkong?

Would like to visit hongkong for a day or two an proceed to shenzhen for a day or two sight seeing trip .then return directly to india via hongkong.please let me know whether it can be taken at hongkong or to take it from india prior to visiting hongkong is advisable?

If you have time to apply for it in your country, then do it. It's the safest way to ensure that your trip to Shenzhen won't be void. Also it's easier to apply for one in HK if you don't have time to apply in your country. And it's ok for you to try the VOA at Luohu border but no one can guarantee that you will get it successfully.
