Office place in Brussels for applicance of Chinese visa

Hello,
at the embassy or at the consulate? We want to visit and travel through China in october as tourists. Do we need to fill both application forms?

Hi, if you hold ordinary passport, you need to apply from the CVASC in Brussels. For tourist L application, form V2011A is enough. Form V2011B is for applicants who apply in a third country other than their home country, or apply work or student type.
