About:Shanghai Pudong Airport

I have 16 hours between flights in September inPudong airport. How it is better to spend them in Shanghai?

does it make sense to go down-town? And can I do it without visa?

Since you have about 16 hours in the city, it is suggested to travel to the city.
You have the passport of Georgia, right? If so, you need a visa if you want to go to the down town area.
