Teaching in Fuzhou

I am considering a teaching position in FZ city and I would really like to know if there are many foreigners and native English speakers in the city. What is the standard dialect and how many speak standard Mandarin Chinese? Thanks!!!!

Yes, I heard there are a lot of English speakers in that city, but I am not very clear whether they can speak mandarin Chinese or not. That place has their own dialect and people call it Bàng-uâ.
