I thought the PR rules were being relaxed in 2014. Is that true?

I recall reading about the proposal in the English edition of China Daily, but I cannot find information about it now. I think I read it in late 2012.0

For the past 8 years they have been saying this and nothing has even come close to changing. Even if they do change in 2014, it will take a year or so for them to finalize implementation regulations and procedures.0
