please suggest any budget hotel where most indian live and indian restaurant in shanghai

I am not clear such a budget hotel. But I know Saint Ronglan Hotel Apartment, at No. 201, Lane 3215, Meihong Road, which is run by an Indian and decorated in the style of your country. So I guess it will be suitable for you. And the price sould be generally-accepted.
