May I know which cities you will visit? if you plan to visit shenzhen or Zhuhai, you can get VOA at port.

not really sure at this point, probably somewhere we can get to in 2 to 3 hrs from Hong Kong by Ferry. Not sure what a VOA is, I assume one on the spot good for a limited time?

Yes, it is visa-on-arrival. But you need to apply for a Chinese visa in advance if you want to visit other cities such as Guangzhou and Foshan.
