I have a more urgent trip to the mainland and my business contact said it would be easier to fly to Hong Kong and apply for one when I arrive, can you confirm that this would allow me to enter the Mainland with this and does it take only 15 minutes to apply for it

May I know which city will you visit in mainland? If it is Shenzhen, or Zhihai, you are eligible to get a VOA within few minutes.
