Is there any bus services from Hangzhou Railway Station to Xitang Water Town?

No there is no bus from the railway station to reach that water town directly. You can find many buses to reach there from Hangzhou Central Bus Station at No. 3339, East Desheng Road, Jiubao Town. From Hangzhou Railway Station, you can take the local subway line 1 to reach the bus station directly.
