About:China Visa Renewal and Extension

Can he apply for a VOA at the Immigration counters at China before entering?

My husband is from Australia and he is traveling from Singapore to Hong Kong and Shenzhen the next day for holiday.

Yes, he can apply for it at Luohu, Shekou or Fuyong Border.
