I'm afraid not. The nearest, Jinjiajie MTR Station, is around 10km away. If you wanna take that, upon your getting off at DL Train Station from Jinzhou, you can take that to Jinjiajjie Station and take a taxi to the North Station. Don't worry! A taxi can hold 4 adults.

or at the local Railway Station, you can walk to Qingniwaqiao Station to take bus no. 1 to Minyue Square and then walk to North Railway Station.

It may be not a good idea to hire a car from Jinzhou. It is around 440km between and the fare shall be very high.
