About:Chinese Embassy in U.S.A.

There are two forms that I don't understand...

What are the following:

Work Permit for Aliens issued by Ministry of Human Resources and Social Security
Foreign Expert's License issued by the Chinese Foreign Expert Bureau

Where do I option these?

Any one of them is ok for application, these two documents are issued based on work categories. For example, foreigners who come to take up employment as experts, scholars, teachers, managerial personnel and as personnel working in related state or local organizations, they will be issued with Foreign Experts License/Permit; For those who come for general employment, the work permit is required.

No, you need to find yourself a school/university first which will hire you as a teacher. Then they will handle this permit from local government office and send it to you for work Z application.
