can i handcarry a small suitcase?and also a preserve meat in Xiamen airport?

You can take a small suitcase as your handbag.
You can put the preserve meat in your handbag as your carry-on luggage and the weight of your carry-on luggage is not over 5kg, you can take it with you, otherwise, you have to check-in it.
