Am I eligible to apply for permanent residence if I have been living here for 9 years?

HI I have been working in china since April 2004 , i have worked more then 9 years continues with work permit & residence permit. can i apply for permanent residence to avoid every year renewal of mine & my family visa. me & my wife both r from India. we r i n Guangzhou. Am I eligible to apply for permanent residence.
