Invitation letter? Hongkong/Shanghai?

my son (UK Passport holder, Student in UK) wants to travel to Hong Kong this summer and wants to visit Shanghai for a couple of weeks from his base in Hongkong. As he organises his trip individually he cannot provide an invitation letter. He wants to apply for a multiple entry tourist L and has a hotel booking in Shanghai and a return flight UK-Hongkong. Getting from Hongkong to Shanghai he wants to organise later. His flight to Hongkong is on 1st June. He needs his passport here in UK for an event on 15th May.
Q1) can he get a multiple tourist L given the above?
Q2) when should he submit his application (will have to be by post as he is at Uni) given that he needs it on 15th May for a function here in UK and needs to have it by 30th May?

I am afraid not, generally he will be granted a single entry L for tourism. A single entry is valid for 3 months from issue date, he can apply now or anytime before mid May. The regular processing takes 4 working days and express service is available if necesary. Why I said before mid May, it is safe in case of the officers ask for additional requirements.

If he is going to be in Hong Kong, go to any of the large hotel chains - Holiday Inn Nathan Road does a visa service for sure. He can even apply for a 1 year F (business) Multiple enytry with 180 day stay limit. It costs a bit but if he hands his passport in on the evening he will have back next day before noon. No questions asked ( I actually had this visa issued to all of my family - including a 3 month old baby (Yes Business F) they are taken at night to Guangdong and issued from there - They are 100% OK!

The reply from Richard is correct, many of the hotels provide this visa service - You do not need a letter of invitation (I don't think you even need to provide a photo) It is a great service, but as he pointed out - it can cost over 100 Pounds for a multi "F" visa. They do of course provide "L" Visas in a very quick turn around, less than 24 hours, no letters of invitation, no hotel bookings, no return tickets are required. You can get anything in Hong Kong!
