I am traveling from Macau to Zhuhai, then Guangzhou and Shenzhen before returning to Hong Kong.Am I able to get VOA at Zhuhai?If not, will I be able to get it at Shenzhen?

Those who apply for VOA in Shenzhen or Zhuhai are limited to stay in Shenzhen or Zhuhai. They are not allowed to leave Shenzhen or Zhuhai. You said you would travel to Guangzhou too. Thus, I suggest you apply L type in your country before coming to Macau or mainland China.
