Can a visitor in HK get a visa to China while in HK

Our son is coming out to visit us in Hong Kong on 13-4-13and we are taking him to Xian on 19-4-13, it is already booked. Will it be possible to get him a visa for China when he arrives in HK???

May I know which passport he holds? It is possible for applicants from some countries.
