Invitation letter necessary when applying at New York Consulate?

Hi, my family for four is planning on visiting China in July 2013. I will be delivering the documents for a L type one to the Consulate in New York. One thing I cannot fully figure out: Do I still need to provide an invitation letter for this purpose, or will the proof of round trip flights and hotel stays be enough for the application process? Thanks in advance for your answer.

If you provide round trip flights and hotel stays, the invitation letter is not needed.
