Invitation letter necessary when applying at New York Consulate?

Hi, my family for four is planning on visiting China in July 2013. I will be delivering the documents for a L type one to the Consulate in New York. One thing I cannot fully figure out: Do I still need to provide an invitation letter for this purpose, or will the proof of round trip flights and hotel stays be enough for the application process?
