Does the Express Service also apply for a visa to Hong Kong, or is it only available for mainland China?

It's for mainland. The embassy says it takes about four weeks to process HK application because your application will be dealt by HK Immigration Department. If you have a sponsor in HK, you can ask him to contact the HK Immigration Department and see if they can quicken their step.
