About:FAQ of Chinese Visa Application

Where to apply if I live in one state but work in another

I live in New York, but am currently working in North Carolina. Should I apply for a visa at the New York City consulate or the Washington, DC embassy? Or can I choose whichever is most convenient?

You need to apply from the consulate in New York. If you can not go in person, you can send someone else to handle your application.
