Chinese visa application here

Hi I've been looking for a way to apply in either st petersburgh, Moscow or Irkutsk,
I'm in the Kirkenes Norway at the moment (and had serious issues with Russian visa- refusal to submit as I need to apply in uk)
Will I be able to even apply and suit application in any of these embassies/consulates?
Every single phone number is incorrect or unable to answer
