are there internet cafes in dongguan city?

I have a friend that needs to be able to use the internet so that we can either Skype or use other video calling programs. They live in this City. They have commented that there are no internet cafes in the city. Is that true? If there are internet cafes, what is the cost per hour? Do you need to bring your own lap top?

Hi, there is free WIFI at some large shoping malls, hotels, cafes, fastfood restaurants and other public places in the city. But connect to internet, you have to take your own laptop.
