Two Children under 16, and Mother and Father,what does the family have to do to make a family move from Canada to China?

Hi, you need to apply for tourist visas in advance. For childern under 16, you can sign on behalf of them on their application forms, and also handle applications from the CVASC. For tourism purpose, you need to book return ticket and hotels in advance before application.
