About:Chinese Embassy in Portugal

Can I apply for and receive a visa for China from the Chinese Embassy in Lisboa

I am a UK citizen currently in Portugal. I am planning to go to Beijing at the beginning of May and do not expect to return to the UK before then.

Generally, foreigners who apply visa in the third country are required to provide resident permit or valid visa. I suggest you contact the Chinese embassy in Lisboa for confirmation.
