Double entry L visa question

Regarding this question on the application form: " Intended number of entries? " I would like to know if this option > "Two entries valid for 3 to 6 months from application " means if accepted I would have between 3 and 6 months to activate it or have two entries of either 3 or 6 months each at their discression. Please can anyone clarify?

It means "the visa is valid for 3 to 6 months and you can enter and exit China two times within its validity".
