Can I apply for a permit for Tibet when I come to get my visa at the consulate in Chicago?

Hi, you can apply for the Tibet Travel Permit issued by Tibet Travel Bureau through a Chinese travel agency. The embassy or consulate is not able to issue it. So, you may apply for a tourist visa to enter China first.
