Lebanese national needs to obtain visa to attend TOC conference for shipping line , ports etc

Hello , I'm a Lebanese national working for a UAE federal government company here in UAE - ( Emirates Transport )- holding a UAE resident visa , need to attend a big conference event ( TOC ) for the shipping lines, port owners, fright forwarders which is being held at Hong Kong between the prior 12- 14 march 2013


Our company appointed travel and tours agent , here in UAE, tried to apply for a visa for me but without any luck !.. according to our appointed travel agent, the there is a new law implemented on Lebanese nationals ,who wish to travel to Hong Kong which would take approx 2 to 3 weeks before obtaining one prior approval

My company - ( Emirates transport ) -will sponsor all expenses during my stay period at Hong Kong
Kindly advice me how to get it issue on top urgent basis
