Apply L visa

hi i am Flor ,now here in Shanghai, for less than 4 years.. i am 52 years old having a current F visa here in China , i applied for a student Visa here but they denied me.. i will go back Philippines this month,can i apply for an L visa coming back here in April? what are the requirements and can i directly apply to the China embassy and no need to renew my passport, my passport will expire on 2017...thank you so much...
