About:Chinese Consulate in Toronto

Can I apply for tourist visa by mail with prepaid return envelope to me.

Also I do not have return flight because from china I will fly to thailand.

Yes, you can apply from the CVASC in Toronto by post. Please visit their website for more details (the website address is listed on this page). If you can't offer return flight ticket, then better offer an invitation letter from a Chinese company or individual.
