As for your questions, here is the information I know;
1. There are direct intercity buses between the airport to Dongguan. It takes about 60min and costs CNY40 per person. By it, you will arrive at Huanan Mall in Wanjiang District of Dongguan, from where you can walk about 150m to Huanan Mall Station to take bus no. L3 to Jingdu Hotel Station, which is about 800m from Liaobu Town. The travel duration of this bus is around 1.5h and the bus fare is around CNY2 per person.
2. You can find the inercity bus between the terminal buildings A and B of Baoan Airport.
3. As I mentioned in anwer 1, there is no need to go to the local long-distance bus station.
4. From the site of your getting off, you can take bus no. L5a at Huanan Mall Station to Xiangshi Middle School. And then walk to Hongli Road within 150m.
5. Do you mean take a taxi to travel from Baoan Airport to Hongli Road? At least about 1.5h is needed, but I am not clear about the taxi fare.
6. As I know, you can buy the bus ticket at the Terminal Ticketing Counter of the airport.
7. Don't worry! It is generally safe enough to take a taxi in the daytime.
Hope help!
