Well, yes. There is shuttle bus Night Line (Airport Special Waiting Line) operating at that time. Its service hours is from 23:00 (T1), 23:05 (T2) till 45 minutes after the arrival of the last flight, so you can surely take the bus. Get off at Middle Zhejiang Road (Yan'an Rd/People's Square) and then walk or take a cab to your destination.
