Apply for exchange study in Hong Kong

I'm holding Vietnamese passport and am studying university in Finland. My school partner in Hong Kong has approved my exchange period next year (01.2014 - 05.014). Where should I apply visa for? Chinese embassy in Finland or anywhere else? Because I can't find Hong Kong Immigration Department in Finland.
