Although Chung King Mansion in Kowloon offers various accommodation, from budget to expensive, still Shenzhen is cheaper. After all, from Lowu station to Hong Hum station is less than one hour about HKD34 (using Octopus Card). If you go out early in the morning, not so much of traffic congestion at the border. I'm not sure about Portuguese visitors but for me as a Malaysian, we need at least double entry visa. I have multiple entry visa and always have day-trip rather than overnight in HK. Luohu has strings of good but affordable hotel. Charterhouse in Wan Chai for example costs about RMB800 for a standard room where in Shenzhen is less than RMB400.
