Beginning March Weather in Harbin

Hi, I will go to harbin on 4th March. How is the weather there? I would like to see snow there, is it still possible to see snow during that time when i visit? If there is no snow in harbin, do i need to go to Yabuli on 4th March? Lasly, is the Harbin ice snow festival still available on 4th March? Thanks a lot
